Jacqui Bailey, the President of HR Project Partners, brings a wealth of expertise and accomplishments to her role. With a Bachelor of Social Work and a Bachelor of Arts Degree in Sociology and Psychology from Memorial University, along with a master’s Certificate in Project Management, Jacqui has a solid educational foundation.

Her accolades include being honored as the “2019 Entrepreneur of the Year Award – Momentum” by NLOWE, named a “Top 50 CEO” in 2020 by the Atlantic Business Magazine, and the recipient of the 2022 RBC Momentum Award. Furthermore, she’s an active member of the Newfoundland & Labrador College Of Social Workers and a Board Member with the NLOWE (Newfoundland And Labrador Organization of Women Entrepreneurs).

Jacqui’s commitment to ethical standards and professionalism is evident in all aspects of her work. With over 30 years of experience, she has honed her skills in diverse fields such as Human Resources Management, Labor Relations, Project Coordination, and Stakeholder Engagement, among others. Her professional journey has taken her through heavy industrial environments, mining, construction, oil and gas, and non-profit organizations, as well as involvement in EPCM projects and corporate settings.

In her role as President of HRPP, Jacqui continues to demonstrate her dedication as a senior professional, leveraging her extensive experience to drive success and make a positive impact in various sectors.

Janessa

JANESSA COLE

Director of Operations

Janessa is a dynamic leader with a passion for operations management and human resources. With over a decade of experience in various industries, she brings a wealth of knowledge and expertise to HRPP.

Graduating from Memorial University with a Bachelor of Commerce degree in 2014, she has been involved in large- and small-scale projects and consulting for private firms. Her experience includes working to support heavy industrial, mining, construction, private and oil and gas. Janessa embarked on a journey marked by dedication and continuous growth. Her career has been defined by her ability to navigate complex organizational challenges, optimize operational processes, and champion employee development initiatives.

In 2020, Janessa obtained her Certified Professional in Human Resources (CPHR) designation and has completed certification programs such as Train the Trainer for Everything DiSC® further solidifying her commitment to excellence and professional development.

As a leader, Janessa inspires others with her integrity, compassion, and unwavering determination to make a difference.

Dylan Miles serves as the Recruitment Manager at HR Project Partners, where his expertise in Human Resources shines through in his adept management of recruitment operations. With a solid background in full-cycle recruitment across a spectrum of industries including Mining, Construction, and Marine, Dylan brings a wealth of experience to his role. Beyond team management, Dylan’s leadership extends to active engagement with both clients and candidates, ensuring their requirements are met with utmost professionalism and efficiency.

Backed by a Diploma in Business Management with a specialization in Human Resources from the College of the North Atlantic, Dylan’s pursuit of knowledge continues with his ongoing Bachelor of Business Administration studies at Memorial University. Complimenting his formal education, Dylan holds several certifications including the Registered Professional Recruiter (RPR) designation and has completed specialized programs such as the Train the Trainer for Everything DiSC®. This unwavering commitment to professional growth underscores his dedication to remaining abreast of industry best practices and emerging trends.

Throughout his career, Dylan has achieved notable successes, including his pivotal role in successfully hiring candidates for large-scale projects within the Mining Industry and his contributions in supporting Clients with effective HR support. As the Recruitment Manager at HR Project Partners, Dylan not only adeptly manages his team but also cultivates enduring partnerships with clients, ensuring seamless delivery of recruitment solutions. Elizabeth-Whitten

ELIZABETH WHITTEN

Associate, Senior HR Consultant

Elizabeth Whitten is a senior human resources and labour relations professional with over thirty years of strategic leadership experience in the private, public, and not for profit sectors. She is a strong leader, communicator, and relationship builder with a track record of success. Her most recent position was as Director of Human Resources with Newfoundland Power. She has also held senior human resources roles with the Public Service Secretariat of the Government of Newfoundland and Labrador, the Newfoundland and Labrador Credit Union, Fortis Properties Corporation, and the Health Care Corporation of St. John’s.

Elizabeth is a Chartered Professional in Human Resources (CPHR) and holds a Masters In Employment Relations  (MER) and a Bachelor of Commerce (Hons.) from Memorial University of Newfoundland. She holds a Certificate in Adult Education from St. Francis Xavier University and has completed advanced training in harassment investigation, negotiation skills , and alternate dispute resolution.

Elizabeth has served on the boards of directors of several community and professional organizations and was a founding member of the Human Resources Professionals Association of Newfoundland and Labrador. She has broad skills in all areas of human resources management.

Senior HR Consultant

Anne E. Fagan is the owner and principal consultant with Fagan Consulting and has been performing human resources consulting and general management for four decades throughout Canada and the Middle East. She recently joined HR Project Partners as a HR Consultant. Her projects focus on the client’s strategic positioning and goals and her belief is that true success is dependent upon a close partnership with the client to constantly validate project deliverables. Anne’s expertise covers all functional areas of HR management, with a particular emphasis on compensation design, employee engagement, recruitment, job analysis/competency development, workplace investigation, performance management, and organizational design & review.

B. Comm – Human Resources Consultant

As a graduate of Memorial University of Newfoundland with a Bachelor of Commerce Degree specializing in Human Resource Management and Labour Relations, Tracy has a broad background in Human Resource Management spanning over 23 years within provincial and federal governments, for-profit businesses, and not-for-profit organizations in Newfoundland and Labrador. 

Tracy is committed to life-long learning and has participated in countless training sessions, workshops, and conferences. Topics are diverse and have included such areas as advanced alternative dispute resolution, recruitment and interviewing practices, evaluation techniques, employee relations, performance management, duty to accommodate, diversity and Human Rights, interpersonal competencies, and verbal and written communication skills training.

Tracy obtains job satisfaction from research and analysis, creating Human Resource Management documents, team collaboration, consulting with stakeholders, and exceeding expectations.

TRACY RUSSELL

COST AND ACCOUNTING LEAD

Tracy graduated from Algonquin College with a diploma in Office Administration – Executive. She is a member of the Canadian Payroll Association and is certified as a Payroll Compliance Practitioner. Since completing the Office Administration – Executive Program Tracy has expanded her experience and knowledge in the accounting field with a strong focus in Payroll and Cost Control. She has completed multiple courses and programs including those in Advanced Excel and Supervisory Training.

Tracy has over 9 years’ experience in Accounting and Payroll with experience in various accounting programs such as QuickBooks, Simply Accounting, Avionte, and DRMIS. Her working experience includes working for the Department of National Defence and various small businesses in Ontario, where she provided Administration and Accounting support. 

Tracy started at HRPP in January 2019 as an Accounting Administrator, where she provided all functions of Accounting, Payroll, Cost Control, and other administrative supports to the team. Since early 2020, Tracy has been promoted to a Cost and Accounting Lead position. Her dedication and passion for accounting and helping others shines through in her ability to effectively communicate and assist both employees and clients.

John

John Lohnes

Recruitment Specialist

John has more than 20 years of experience within corporate HR and 3rd party recruitment. He has honed his skills in the areas of Payroll and Benefits as well as acting HR Generalist and Corporate Recruiter, Staffing Executive, also serving in management, technical, and non-technical positions. Within 3rd party recruitment he has held positions of Senior Technical Recruiter and Branch Manager for a Canadian-owned national recruitment company, leading and staffing roles within Telecom, IoT, IIoT, R&D, Web Services, and Software Development.

Recently, John has staffed various engineering and technical positions within mining and oil and gas. Filling vacancies throughout Canada, he has significant experience staffing local, regional, national, and foreign national candidates.

John plays drums and writes lyrics. As a member of SOCAN, he co-wrote, recorded, and sold a song in aid of charities in Atlantic Canada. He and his band “Karen Fougere and Needham Hill” released an album titled “Shadows Within”.  

Lori-Ann

Lori-Ann McKay

Accounting Administrator (Billing)

Lori-Ann comes to HRPP with 16 years of Administrative and Accounting experience. She has fulfilled two placements with HRPP, as a contractor, and in February of 2022 she secured an internal position as Payroll and Accounting Administrator and couldn’t be happier about it.

Lori-Ann places honesty and integrity high on her list of priorities and aims to adhere to this in both her work and her personal life.  She grew up on the scenic West Coast of Newfoundland and when not working she can be found enjoying it with her family and friends.

Lori-Ann aspires to gain more knowledge, learn, grow, and be a dedicated and precise Payroll and Accounting Administrator as she supports the dynamic and growing team at HR Project Partners.

Accounting Administrator (Payroll)

Heidi graduated from the College of the North Atlantic (CNA) with a Business Management (Accounting) Diploma and is working toward a Bachelor of Business Administration through Memorial University of Newfoundland and Labrador.

Heidi joined HRPP as a full-time employee in September 2022. She brings passion to her work as an Accounting Administrator and as an employee of HRPP, which complements her personal values and allows her to grow in the field of accounting.

Heidi is excited to use her knowledge, experience, and work collaboratively with HR Project Partner’s team to focus on our client’s needs and requests.

Rebecca

Rebecca Delaney

Rebecca graduated from Memorial University with a Bachelor of Business Administration degree in May 2023. As a recent graduate, Rebecca is eager to gain valuable experience and grow her knowledge in the field of Human Resources.

Rebecca is excited for the new opportunities and challenges that come with her new HR role. Her focus in this role is to provide great client service and support to her fellow colleagues in recruitment, onboarding, and employment relations.

In her personal time, Rebecca enjoys spending time with her family and friends, camping, and cooking.

With a diploma in Veterinary Assistant/Reception from Academy Canada and over 13 years of administration services, Rebecca excels in delivering exceptional service with a background spanning payroll, emergency, and medical services along with overseeing production and quality care with Labrador Grenfell Health.

Rebecca has played a role in supporting Labrador West Health Centre for over 10 years.

She is known well to the community and has built a positive relationship with business owners and companies in the area.

Rebecca will oversee daily operations at the Labrador City office and spearhead onboarding initiatives for our company in the region. Her enthusiasm to leverage her expertise in collaboration with our team and new hires features her commitment to excellence.

Rebecca’s organizational skills and dedication to client satisfaction stand as her greatest attributes, ensuring the continued success and growth of our operations.

Gurwinder is a 2024 graduate of the College of the North Atlantic with a diploma in Executive Office Management. She excels in managing administrative tasks, ensuring smooth office operations and providing effective support to executives and team.

Gurwinder is known for her organizational skills and keen attention to detail.

Her proactive approach to problem-solving and effective communication fosters a positive work environment. With a passion for helping others succeed, Gurwinder is dedicated to enhancing productivity and contributing to the overall success of the organization.

Menel Ben-Taher

Bilingual Coordinator

Menel Ben Taher is a bilingual logistics coordinator at HRPP, blending her scientific background with her expertise in project management. With prior experience in the retention and attraction of international talent in Quebec, Menel has a unique perspective on workforce dynamics. Her career took a pivotal turn when she served as executive director for a non-profit organization in Labrador West, where she honed her skills in detail orientation, organization, and problem-solving.

Menel excels at tackling day-to-day challenges and optimizing processes, making her a vital asset to the HRPP team. She inspires her colleagues with her creativity, respect for others, and a strong sense of accountability. Menel’s commitment to excellence and her ability to connect with diverse teams contribute to a collaborative and efficient work environment, driving HRPP’s mission forward. Her multifaceted experience enriches the team’s capabilities and enhances the overall effectiveness of their initiatives.
